Can I leave these settings for UIDIGI and UIFLOOD on my D700 as a 
normal station so I can simply change the digipeater menu selection 
from "off" to "on" when I need to?

Having a mobile digi at the end of the balloon chase helps get the 
final position of the balloon payload to other chase teams as well as 
back to an IGate.  The thing seems to usually land somewhere rather 
inaccessible, both physically and RF coverage-wise.
