Not needed.  All other 11 messages get the same identical
distribution as the emergency one.  So just test "off duty"
and it will have the same probabilities of getting anwyere
as the Emergency selection will.

No need for any special emergency test.  Unless you want
to see bells go off.   TO do that just QSY to another non
APRS freq for a test.
