AN excellent idea! (at first blush)...
But only if the objective was to have all the unattended
fixed stations and WX stations being the ones to use the
APRS satellties and ISS.

But such use is exactly what we dont want on those
spacecraft.  What we want to see onn satelltie passes
is real-live people communicating to each other...
and enjoying ham radio...
