[aprssig] delay program

AGWPE can start programs.  You should place the programs you want run in this
AGWPE option instead of the windows startup folder.  Then after agwpe is running,
it will launch any apps listed.  Click on the icon in task bar and see the menu
item called STARTUP PROGRAMS.
