[aprssig] APRS Spec Adendum 1.1

The APRS Working Group is currently reviewing and is
generally in favor of a number of the common revisions, 
updates and additions that have  accumulated since the 
original release of the APRS1.0 spec.   These items and 
others have been accumulated over the  years on the 
APRS SPEC errata page:

Now, a non-controversial subset has been specifically
identified for publication as a spec 1.1 Adendum.  After 
thirty days the working  group will formally vote to adopt them.
