The PATH for mobiles on HF should be VIA GATE, WIDE
so that their packets will go from HF via one hop into the
local VHF system.

FIXED stations on HF should use NO PATH AT ALL
unless they are doing something special, unique, one time,
that is of interest to the 10,000 other VHF users...

VHF stations should NEVER use GATE in their path
anywhere... *perioid*.
