[aprssig] New wxpage.cgi

I am colorblind and with a blue background almost all of the graphs
would disappear. Also blue backgrounds on ANY webpage is not colorblind
friendly because you can't see links.

That is chosen as one of the most eye-friendly colors for backgrounds,
not to be pretty. Many blues, for example, cause problems with some
forms of color-blindness.
