[aprssig] PCsat 3rd anniversary

PCsat is over 3 years old, and although declared non-operational,
I was able to logon today and give it a full command upload
and it was fully responsive.  Though it will lose all setting during
the next eclipse (15 minutes later).

I checked the live downlink page pcsat.aprs.org and there were
something like 21 users in the last day or so.  One of them running
3 watts to an HT.   PCsat only gets enough sun on its +Z panel
when it is near 45N latitude and near local Noon.
