Rich,

Are you sure about not mixing UNPROTO and the "TO". There is a difference..

APRS client software usually puts the "TO" and the users of the client 
software are asked to put their UNPROTO address, like RELAY,WIDE2-2

Not sure if I am stating this correctly, but just curious..
