[aprssig] What are the ID rules on HF

OMYA is C6AGH, Earl on Green Turtle Cay in the Abacos. Something 
happened to his TNC settings. I will notify him to change it.

Anyone have any ideas has to why callsigns change on the KAM. It 
happened to me recently when my call strangely changed to ECHO.
