[aprssig] Latest APRSdos 869 supports MARS and Aliases

The lastest APRSdos (869) distribution adds ALIASES for 
use with special events and for use with MARS.  These
additions are in the APRSmax version.  See ALIASES.TXT

Note to MARS members:
there is little change from the beta test version you already
got yesterday, but this just adds the capability to a standard
APRS distribution... so you probably dont need to upgrade
from that beta... yet...
