[aprssig] APRS869 Dos correction

I posted a new APRS869.zip because N7NVI detected
an offset error in how I display the danger quadrant of
a high speed moving hurricane.

If you are watching hurricane objects, closely, you may
want to get this new version of 869.  Thats all that
changed..
