Take your thumbs and push in any socketed IC's fairly hard.  Make
sure you're not flexing the PCB too much though while doing this,
but press HARD.

Also check the soldering on the bottom of the board.  I recall one
or two of those that I had to debug that were poorly soldered from
the factory and we had to resolder all the points.  The solder
should be shiny.  If you see dull-looking solder, consider touching
it up.
