16 (0 - 15) in the AX.25 specification. -0 is not displayed by most TNC's and software. The APRS specification specifically states that the SSID is not significant in source calls if another method of symbol identification is used in the packet (which virtually all current software and hardware does). This entire discussion is what different people "like" to use, not what is required by the specification.
