But I see no incompatibilty there at all, I see that as a 
*perfect* match.  By inviting low power trackers onto 
144.99 in that area we have a perfect match to the 
requirements becasue they are:
1) Weak signals
2) FM simplex (no digis TX on 144.99)
3) DIGITAL/Packet
