[aprssig] APRS low-power-local ALT input channel

144.99 was used for various packet services (eg, PBBS and PacketCluster) 
  in many places.  Those services were never coordinated individually 
the way repeaters are, so there's no guarantee whether 144.99 is usable 
in a given area without monitoring to see what's there today.
