[aprssig] HTX-202 help?

Not really on topic, except that I plan to use it for an APRS digi: I just
bought a Radio Shack HTX-202 from ebay. It seems to work fine
for voice, but doesn't receive packet - listening to the speaker
on 144.390, I hear seemingly unmodulated carrier, not the characteristic
1200 baud tones. I have schematics, but could really use a hint as
to where to start looking...
