[aprssig] The WIDE0-1,WIDE1-1 solution?

My quick tests here show that a KPC 3+ with 9.0 firmware and WIDEn-n
implemented will not digipeat WIDE0-1 and it is my understanding that it
won't get dupe checked if WIDE0-1 is put in as an alias.
