Let me see if I understand your suggestion.  When I travel around the US, 
I program my APRS mobile to W1-1, W2-2 except when I enter the National 
Parks.  When in the National Parks I must change to Relay, Wide.  Did I get 
that right?

Don't sound like a very good plan to me.
