Use a "G-Line" single conductor transmission line for your tether (see ARRL Antenna book for description) to a simple antenna at base of balloon. Don't use antenna with too much gain since when it is not vertical (wind blowing) radiation pattern will be up into air and down into ground. Make compromises in G-Line construction, use light gauge wire and wire cage launcher at balloon end to reduce weight and wind resistance. Any losses should be offset by gain due to height and higher power you can run with ground based equipment.
