How about a passive repeater. Fly the antenna. Aim at it with high-gain 
beam from the ground. Use low power radio on ground to decrease battery box 
size and weight for the portable digi. Use antenna gain to get enough 
signal up and out to work. How much rf is needed if you can get high enough 
to be line-of-sight above the target terrain?
