Yes, APRSdos has always done that.
Like every other packet in APRSdos, the time to the
next WX packet is 1.5 times the last period if nothing
has changed (except for Wind direction).  Down to a
default which is user settable.  I think it defaults to
30 minutes, though it never gets that far usually unless
its a dead calm.
