[aprssig] Ambiguity in Ultimeter II data

I noticed that from the raw Ultimeter II data you can't tell if the rain is
in 0.1" or 0.01" increments.  It could be either, depending on the hardware.
How is this handled in existing APRS software?  If one is much more common
than the other, I'll probably just use that.  Otherwise I'll have to add a
configuration setting so the OpenTracker will know how to convert the field.
