Re: all this broadcasting stuff, seems that the regs are pretty clear and not as full of holes as is being suggested here. The relevant section of the regs is 47CFR97.111, in which specific types of permitted one-way transmissions are enumerated. "Transmissions necessary to disseminate information bulletins" are among them. This contrasts with the prohibition in 47CFR113 of broadcasting for the purpose of news gathering or program production. The prohibited stuff is related to the "pecuniary interest" prohibition, not the "dissemination of information" part. The regs can be viewed at the government printing office: http://www.gpoaccess.gov/cfr/index.html Search for "47CFR97" and scroll down a bit until you locate 47CFR97.111.
