[aprssig] WinAPRS question

Hi,

I'm running WinAPRS 2.7.2 and I see a mobile station that has a small 
circle around it. What is that? Is it something he is putting out or do 
I have a setting wrong? Is it his PHGD?

This is his output ( callsign changed to protect the inocent)

KXXXX-5>RUTPLZ,RELAY*,WIDE/V:`l39"7G>/]"3o}
