[aprssig] javAPRSFilter 3.0 Released

Thanks Pete, I just changed it and I am using -p/CW and will watch 
that..  Some areas really have an abundance of CW ops and was curious if 
the new "exclude" type of filter will work! hi..

It makes a lot of difference if the data is not sent to the client 
machines and the client has to "exclude", but the bandwidth is already 
used, thanks for your efforts..
