Well... The question has always resulted (not just in this sig) with
"xx works for me", "yy works for me", "I've had problems with xx, but
zz works for me". Hardly any of the "works for me" statements include
such things as what programs are doing the accessing (in other words,
are they manipulating the pins by address, or are they just opening a
datastream), what operating sytsem, etc.

In the context of the original question, the operating system is Linux
and the program is "soundmodem". I am not sure how soundmodem accesses
the port, so I may have been premature on my assertion that the USB
Rascal cable won't work in this situation. Anyone familiar with C or
C++ could peruse the source code for the program and figure it out. Or
just try it.

For general purpose serial port usage in both Linux and Windows 2k
(and XP), my personal experience is only with one particular model, a
4-port from Keyspan. It works for all datastreaming type applications,
but I've never tried it with any pin-twiddling applications. My data
input therefore is pretty useless :-)
