I don't have UI-View loaded on this computer so I can't consult the documentation right now, but I know that whenever you send a message to BLNX (where X = an alphabetic character such as A, B, C, etc) then the message is considered a bulletin. It is transmitted on a decaying schedule of something like 5 minutes, 10 minutes, 30 minutes and finally ending at 60 minutes. It will continue to transmit once every 60 minutes until deleted.
