[aprssig] Echolink nodes

This functionality has been available to IRLP nodes owners as an add-on
script for some time now.  The script has the option of either putting the
realtime node status on the APRS-IS or sending it out via RF if a TNC and
radio is available at the IRLP node site.  Not very many IRLP node operators
use it though.  They probably just don't know about it or don't know the
benefits of doing it.

I don't know about EchoLink, but I'm sure if someone whispers in the ear of
whoever is coding the EchoLink client software, it would be implemented.

I'd like to do the same thing with the VOIP nodes as we are doing with the 
WinLink Objects.  I am sure we could volunteer Lee to tweak his DLL around 
to those programs as well.  All that has to happen is those authors get 
together and do it.

As you know, the new Telpac release was today.  And, as people are updating 
their TelPac Nodes, the WinLink Objects are slowly appearing on the APRS! 
Very Cool!
People are now finding things like Findu and APRSWorld!  They are like kids 
in a new candy store....okay...sort of!
