Do you have the 'Uicheck' parm set at 25?  That is the only parm that 
seems related to duplicate elimination.  I am running lot's of UIDIGI's 
around here and I have not seen the problem you are describing.  Perhaps 
you would want to get a copy of my boiler plate config file?
