Alomst exactly.  But RELAY is not necesssarily "being 
phased out", but only "discouraged" except where
absolutely necessary.  In other words, all digis will still
support it. but we have learned (and anyone can see)
how many dupes it generates, and so it is no longer
the "recommended" method to start paths with RELAY
like it used to be...
