Kim,

It has been suggested a few times that 5 minute rate to the APRS-IS, and 
  no more than 10 minute rate to RF. This can still be debated I guess.

As weather situation changes, reports that are over 30 minutes old in a 
fast moving storm front are not timely.

Your mileage may vary also depending on the number of weather stations 
around you already. Similar to the number of home RELAYS, or WIDEn-N 
digipeaters that are close by...
