Not only the rate, but the path. 10 minutes via one HOP should be fine 30 minuets via two generic hops if necessary. Also consider if you are going a distance just to get to an IGate, make the path only generic in the area where the users need it. then add specific path to get to the IGate. Lots of things to consider depending on location, network, and load... Your mileage may vary also depending on the number of weather stations around you already. Similar to the number of home RELAYS, or WIDEn-N digipeaters that are close by...
