[aprssig] PHG - gain in reference to what?

I know that manufacturers like to show unrealistic figures and use a quarter wave as the reference antenna, but in selecting PHG figures, is the gain of the antenna in reference to a half wave dipole... i.e. the dipole would be zero dB gain?
