NAVTEQ started with the TIGER data, just as everyone else in the US did. They augment the data with driving teams - two people in a car equipped with DGPS and a laptop to record data of interest. Last time I knew, they were trying to drive all the metro roads in the US at least once every two years; but that's a five-year-old conversation (they do map updates every quarter, but obviously not every area changes every quarter).
