Different software does it differently.  As Curt pointed out, Xastir
does not gate any positions with messages.  javAPRSSrvr/javAPRSIGate
gates a posit with the first message and then any updated positions as
long as messaging continues (not with every message packet, just when a
new position is seen).  Other software handle posit gating in different
manners too.
