In Art's excellent description of kites, he ended with: Before leaving the topic, the government had plans to launch tethered balloons along the Mexican border for security reasons. A tethered balloon might meet your needs for short term disaster scene deployment to facilitate emergency communications. Googleing should turn up these links as well. I don't know if the system was ever funded however.
