[aprssig] Yet another balloon aloft...

A zero-pressure balloon carrying an APRS tracker is aloft now...  The
balloon is "UB-1" and it is flying under my usual call, KC8UCH-11.  This was
a last-minute thing and so, unfortunately, it was not announced on Ralph's
list.

Note that this same tracker has frozen out in the past and just might do so
again - if it suddenly vanishes, that's almost certainly why.
