[aprssig] tapr mic encoder

I have a mic encoder laying around I'd like to put back in service.  As I
recall, last time I tried to use it with a tripmate it didn't work, but it did
work with my GPS II+.  But that was nearly 7 years ago.

The difference between these two units was the lat/lon formatting.

GPS II+  put out DDMM.mmm
tripmate put out DDMM.mmmm

Can anyone confirm that the original mic-encoder will or won't work for this
reason?  All of my current GPS units output DDMM.mmmm so if this is true, I may
as well leave it in the closet.
