Another solution for some of these 'local' information flows is to put 
them on alternate frequencies.  In particular, UHF has a lot of space 
for these kinds of custom data distributions.  But, if you can't get the 
I-Gate operator to work with you about their VHF transmitions, it is 
proabably not going to be easy to get them to transmit on UHF...
