I'm pleased to report that the operation was a complete success.  With an
expenditure of $2.30 and a bit of soldering, my crippled American Kenwood
TM-271A mobile now has a fully functioning '9600 baud ready' mini-DIN
connector, just like the European version.

And yes, the 9600/1200 selection is present in the menu.  I've got pics of
the board at http://n1vg.net, but I didn't bother taking any of the
installed cable - it's pretty self-explanatory.

Would've been nice if they'd shipped it with the cable installed, but at
least it's not too difficult to remedy.
