[aprssig] BMX WX messages

Who is in charge of gating the BMX WX statements?  The path seems to be a 
bit excessive, we've seen them up in Nashville during two different storm 
systems the past couple of weeks.  In addition, it appears that the 
statements are going out as posits and as messages.  It seems to be a bit 
of a waste of the infrastructure.
