To clarify a little, you do _not_ need to set up for cross band digi to 
accomplish this (although that would probably do it).

Set your data band so that it receives on .99 and transmits on .39 
(-600k repeater offset).

Set the other band to monitor .39

set menu 1-6-2 to "both"

... and do whatever is required to configure the D700 for digipeating.
