Yep, this is one of those progress things, happening anyway...  I really think 
the part-95/part-15 can't attach anything clauses are about antenna and power 
enhancements.  But, because of the "no packet radio" and other clauses, I'm not 
so sure that the legal interpretation would be in favor of other forms of 
"distance enhancing" hardware.
