These appear to be just counties and interstates, available from the  
NOAA website in shapefile format:

build xastir with shapelib and dbfawk support and you can use these  
maps (and many many more).  Check the xastir home page for sample  
screen shots and the xastir maps wiki for links to many maps  
available for free.
