If it were via a mention in the docs of a link to the Cygwin site, that should be enough. I don't believe the license says _how_ you're to make the sources available. So... I don't see that you'd have to include the sources in what you distribute. Even if you changed them, in which case you'd have to make the changes sources available to whoever downloaded or bought the binaries from you (yes, you can sell GPL'ed programs!). You can even charge appropriate copying/handling fees for making the sources available.
