Generic unprotected "Low Power" allocation. All sorts of stuff also use that frequency, garrage door openers, car door lock remotes, kid's toys, burgler alarms, and us good old boys. you name it! (Oh the fun you can have <G>) In the UK, the primary user is the military at 70cms. Dave B.
