Great!!!!  You are using APRS for LOCAL TACTICAL communications!  Who
cares (other than those in unaffected areas which don't count anyway)
whether your trackers are making it to the Internet.  Use APRS for local
asset management like you are.  The rest of the world can stay out and
let you folks take care of the tasks at hand without worrying about
whether some idiot is tying up bandwidth by messaging you from Timbuktu.
