I checked out the WEB page for the Haggerstown, MD
balloon launch, but here is additional info I think would
be very helpful on such pages:

1) The DIGIpeater PATH planned (can be disasterous
     if set incorrectly, though under the new-N paradigm
     the network is now immune to these mistakes)

2) Local talk-in frequencies and/or repeaters
    expected to be used at launch and along the predicted 
    flight  path by chasers...

Just some ideas.
