[aprssig] AJ3U-5 Sat Packets

After further investigation, I am sure that these packets are being
generated by my box running APRSData and gated to APRS-IS via my IGATE
AJ3U-5, however, I am a bit confused about why APRSData is sending
these specific packets.

I have asked Bob offline about these packets.  I'll report back as I
find out more.
